NYSAFAH New York State Policy Priorities 2010/11

The importance of increased capital subsidies for housing is clear, given the growing housing affordability crisis throughout New York State. Public subsidies stimulate and leverage private investment for housing production, resulting in job creation and immediate as well as sustained taxes and revenue to the state and local governments. Since 2000, funding levels for housing programs in New York have remained essentially flat; recognizing the state is likely to face continued budgetary constraints, it is essential New York State take action to utilize limited public subsidy efficiently, and facilitate leveraging state dollars with private investment and federal government funding. NYSAFAH Kicks Off New Programming

Young Leaders Initiative

NYSAFAH has launched a new programming series for young professionals, with quarterly networking and educational opportunities, designed to engage and cultivate the next generation of leaders in New York's affordable housing industry. NYSAFAH kicked off its young leaders group with a reception on September 30th in the Penthouse of the award-winning Toren condominiums in downtown Brooklyn. Over 100 young professionals joined us for this event, sponsored by BFC Partners. Juan Barahona of BFC welcomed everyone and introduced Donald Capoccia, co-founder of NYSAFAh and current Board Member. Mr. Capoccia recounted NYSAFAH's founding twelve years ago, and encouraged everyone attending to become active NYSAFAH members, taking advantage of the networking, educational and advocacy opportunities New York's trade association has to offer. New Programming Series - Case Studies in Affordable Housing Excellence: A Panel Discussion Series on Award Winning Projects.

NYSAFAH will offre a series of panel discussions on award-winning projects from the Annual New York State Affordable Housing Conference in NYC. The first, on October 26th, 5:30 - 7:30 PM, at 570 Lexington Avenue in NYC, will profile Innovator of the Year award recipient, The Hamilton, in Rochester, NY. NYSAFAH Advocates Against Housing Tax Credit Deferral

The state revenue budget includes a provision to defer for 3 years, 31 state tax credits, including the Low Income Housing Credit, Brownfields Tax Credit and Historic Rehabilitation Tax Credit for payers with more than $2M in aggregated business tax credits. This would severely limit the use of state tax credits, and harm existing affordable housing projects. Affordable housing industry opposition to the tax credit deferral has been profiled in the NY OBSERVER and the WALL STREET JOURNAL.

NYC DOB Energy Code Progress Inspections

The NYC Dob has adopted final rules on progress inspections for compliance with NYC Energy Conservation Code. They are available here - ENERGY RULES
